I agree that this plate is absolutely exquisite! It was designed in 1967 by H. Edward Winter and is actually made of enameled copper.
This kind of aesthetic style started with avant-garde artists like Joan Miro and Wassily Kandinsky, but using these shapes as a pattern, as well as a minimal yet vibrant color palette, is typical of mid-20th century design!

I can see why it would remind you of Miró. This plate is by American artist H. Edward Winter, who lived from 1909-1976. It was created in 1967, so Miró could have been one of Winter's influences. Most of the plate is done in green and black, but if you look closely, you can see blue and orange dots in the center.
